QUESTION: Contribution for free textbooks to students Art. 27 Law No. 448/98
From the 1999/2000 school year, pursuant to the Act No 448 of December 23, 1998, as amended, "the Community shall ensure the free, all or part of school textbooks in favor of students who fulfill the compulsory school attendance, as well as the provision of textbooks to be given also on loan to upper secondary school students in meeting requirements. "
These funds, however, in addition to those already earmarked for the same purposes, have been regularly provided by the Ministry of Education since the year to the town of Lipari 2000 and, as far as we know, at least until the end of 2009.
annual contribution paid by the MIUR for the purchase of textbooks, students identified as recipients of the Aeolian, of all levels (elementary, middle and high school) provided they fall within the compulsory schooling or attending the secondary school.
The budget allocated by the Ministry amounted to approximately € 35,000 per year and since the resources earmarked for the purchase of textbooks, not in any way be diverted for other purposes. Let
however astonished to learn that the last provision that the town of Lipari has made in favore degli studenti aventi diritto, risale addirittura all’anno 2002 e si riferisce all’anno scolastico 2000/2001.
A seguito di ulteriori approfondimenti il consigliere scrivente ha potuto verificare che le somme regolarmente incamerate dal Comune e disponibili nell’apposito stanziamento del Bilancio Residui al cap. 815, ammontano complessivamente ad € 320.000 ad oggi rimaste sorprendentemente inutilizzate.
Il mancato impiego di tali risorse, benché annualmente erogate dal Ministero al Comune, già di per sé grave tenuto conte delle finalità sociali dei fondi, appare ancor più incomprensibile in considerazione della grave crisi economica che sta investendo le famiglie della nostra comunità and chronic increase in the cost of textbooks.

Ask the SS.LL. to know
What are the reasons for which the money to buy textbooks for students of primary, secondary and higher education, and regularly paid annually by the Ministry was not used by the city of Lipari and lie in a special appropriation of the remaining budget cap. 815;
if you can still use the resources that the Ministry has taken in the years following 2000 and, since the funds were provided with specific purposes and were distributed according to the annual delivery;
se è stato chiesto al Ministero erogante eventuale autorizzazione all’impiego delle risorse accumulate negli anni e non utilizzate pari ad € 320.000,00, in deroga al principio che impone la ripartizione delle somme per annualità di competenza;
se, a fronte di una ipotizzabile richiesta di rendicontazione ministeriale, il Comune non incorra seriamente nel rischio di dover restituire tutte le somme introitate e non impiegate;
quali atti, provvedimenti e/o iniziative sono stati posti in essere dalle SS.LL. e quali saranno attuati al fine di evitare un così grave sperpero di pubbliche risorse.
